This appeal has been brought to defend a fundamental principal of democracy in a republic: the public funds of a government cannot be used to support the political operations of a particular political party. The action of the Board of Elections in the ten cases before this Court, in which the Board summarily dismissed all ten cases without public hearing on the indefensible rationale of a “lack of justifiable grounds”, threatens this fundamental tenet of democracy. This Court is therefore asked to uphold the law.

Like the sun setting over the lake or ketchup garnishing a hot dog, there are some things you just don't expect to see in Chicago.

But there was Mayor Daley on Saturday, wearing a Cubs hat.

The city's No. 1 White Sox fan did the unthinkable while speaking to reporters at an event in Hyde Park.

It was the South Sider's show of support for the North Side team, which clinched a spot in the playoffs by winning the National League Central Friday night.

"They're a hot team, and that's exciting for Chicago," Daley said. "We're all sports fans. We're all Chicago fans, and we look for them to win the World Series this year."

Sammy Sosa once persuaded Daley to don a Cubs hat.

After the slugger hit 66 homers for the Cubs in 1998, he was honored at City Hall. Daley hesitated with the Cubs hat back then, and Sosa, a onetime Sox outfielder, assured him: "I was a Chicago White Sox fan, too."

Ald. Pat O'Connor (40th) at the time quipped: "For him, putting on that hat was like Superman wearing Kryptonite."

I'd ease drug-sentencing laws: Obama

WASHINGTON -- Democrat Barack Obama said Friday that as president he would relax drug sentencing laws and address vast racial inequities in the justice system as part of his crime policy.

The Illinois senator said he would review mandatory minimum drug sentencing and give first-time, nonviolent drug offenders a chance to serve their sentence in drug rehabilitation programs instead of prison.

''If you're convicted of a crime involving drugs, of course you should be punished,'' Obama said in a speech at Howard University's opening convocation. ''But let's not make the punishment for crack cocaine that much more severe than the punishment for powder cocaine when the real difference is where the people are using them or who is using them.''

The historically black college awarded Obama an honorary degree.

Obama framed his speech around the case of a racially charged school beating in Jena, La., that has sparked demonstrations by civil rights advocates.

CONTRACT UPDATE VIA PB&PA SITE

Contract 2007 Update: 25 Sept 07
When we first met with the City on 16 Aug 2007 we presented them with a “Letter of Retroactivity” and requested that they formally agree to it by signing the document. The City refused, citing the PB & PA’s (Unit 156a – Sergeants) 2005 interest arbitration which the City believed created a position which was inconsistent with previously established past practices of both parties.

Our position was simple, we informed the City we would not proceed with these negotiations without securing these important safeguards for our members. On 10 Sept 07, the City agreed to sign a “Letter of Retroactivity.” This agreement was presented at the last contract negotiation meeting on 18 Sept 07.

The “Agreement” covers the following two important areas.

In the event negotiations do not conclude by June 30, 2007, the City agrees that economic increases, including but not limited to, wage, allowance, salary and pay increases agreed to by the parties shall be retroactive to July,1, 2007, unless the parties mutually agree to another date.
Any bargaining unit member who retires, dies, or voluntarily leaves the bargaining unit between the current contract expiration date and approval by the City Council of Chicago of any successor collective bargaining agreement between Unit 156 PB & PA and the City of Chicago, shall receive all increases in economic benefits including, but not limited to, wage, allowance, salary, pay and/or bonus to which he/she would have been entitled during the period the member was employed between date of contract expiration and leaving of the bargaining unit as described.

The next formal meeting for negotiations with the City of Chicago is tentatively scheduled for 28 Sept 07.

  • Mayor Daley's $169,452-a-year chief procurement officer abruptly resigned Tuesday, leaving behind a department that has struggled to boost black contracting and weed out minority fronts.

    Barbara Lumpkin, 57, said she's decided to "take a pause" after a long career in government and finance that included stints as city comptroller, budget director and city treasurer.

  • But under Lumpkin's watch, not a single company has been barred from doing business with the city.

    On her way out the door, Lumpkin disclosed that there are several fraud cases pending.

Fraud cases against whom? What's the basis for the fraud? Is it more mob connected guys posing as minority firms? Or something that might move the spotlight a little more brightly on "business as usual" in the City?

Federation for Immigration Reform

Should an illegal alien receive financial aid for college expenses? Or better yet, in-state tuition benefits?

That is exactly what is going to happen if we do not stop the Senate from supporting the DREAM Act.

Senator Richard Durbin (D-Ill.) announced from the Senate floor earlier this week that he plans to press for a vote on the DREAM Act as an amendment to the FY08 Department of Defense Authorization bill. And from what we are hearing from our friends on the hill, amnesty backers are not stopping until they get their way. Even if they have to do it piece by piece.

FAIR has sounded the alarm and we have begun to organize our field staff and activists across the country to once again stop mass immigration proponents dead in their tracks. In the last two days our staff has given 21 radio interviews, 2 newspaper interviews and interviewed with a syndicated broadcasting company that plans to use our expert information on their television stations across the country. In addition, FAIR had the lead blog yesterday on the Capitol Hill Blog, and our members are making phone calls to their representatives.

Please take these two actions NOW to STOP the DREAM Act from becoming law:

We are doing our best to get the word out to the American public that this amendment is just another attempt by amnesty proponents to get their way but this time through the back door!

This is evidenced by the fact that, in addition to in-state tuition benefits and financial aid benefits, Durbin's amendment provides amensty to illegal aliens over the age of 16 and enrolled in college for a two-year period. Even worse, illegal aliens who are granted amnesty under those conditions can petition to have their parents granted legal status!

The DREAM Act was originally part of the Bush-Kennedy amnesty bill. But even though that didn’t pass by the American people unnoticed, amnesty backers are hoping the public will not notice that amnesty legislation has been slipped into the DREAM Act, a bill that plays on America’s heartstrings and is intended to support funding for our military.

Why should you, a taxpaying citizen, not be entitled to receive in-state tuition benefits for yourself or your child in states other than the one you live . . . while a person living illegally in the U.S. can receive these tuition benefits in any state in the U.S.?

Moreover, why should you pay, through your tax dollars, tuition for ANY illegal alien to attend college?

This is just another attempt to reward these lawbreakers and further encourage illegal entry into this country! What better inducement could there be for illegal immigration than a green card and a subsidized education?

We must act now! There is not much time. Amnesty proponents, including the President’s office and The National Council of La Raza, admitted they underestimated the will of the American people when they tried to pass the Bush-Kennedy amnesty bill earlier this year. Let’s show them that they have underestimated us again and, any way they offer it, we will NOT accept amnesty. Not now and not in the future.

Daley mocks GOP hopeful Thompson

Mayor Daley ridiculed Republican presidential hopeful Fred Thompson on Thursday for strutting his stuff -- and showing off his "machoism" -- by campaigning at gun shows.

The mayor set his sights on Thompson after joining the International Association of Chiefs of Police in unveiling a new report on ways to prevent gun violence. Financed by the Joyce Foundation, the report includes 39 recommendations on ways to protect and better train police officers, control access to guns and improve public safety.


It would be nice if us in law enforcement were told what these 39 recommendations are. I'll bet we could come up with more than 39 ways to improve public safety.

Fugitive city contractor arrested in Mexico

It looks like the ship in beginning to take on water.

Mexican authorities have arrested corrupt City Hall contractor Marco Morales, nearly a year after federal prosecutors in Chicago again indicted the longtime fugitive from U.S. justice, his lawyer said Thursday.

Morales was detained at his girlfriend's home in the Yucatan Peninsula city of Merida on Wednesday night, his cousin Norma Hoyos Perusquia said in a telephone interview from Merida today.

Jaime Tacher, Morales' attorney in Mexico City, said Morales called him from Merida and said agents had surrounded the house where he has been living. Tacher said Morales surrendered on his advice.

Morales was transported to Mexico City in a government plane and is being held in a jail there, Tacher said.

A spokesman for the U.S. attorney's office in Chicago said he had no information about the arrest. Mexican officials also declined to comment.

Morales' epic legal saga began more than a decade ago, when he pleaded guilty to bribery and mail fraud. As part of the deal, prosecutors dropped a drug charge against Morales, and he agreed to serve a prison term and testify about bribing a high-ranking official in Mayor Richard Daley's administration.

But Morales fled to his native Mexico in 1997. Mexican authorities arrested him in 2004 and detained him for nearly a year because the U.S. government sought his extradition.

Morales went free again, however, when his lawyers defeated the extradition request in 2005.

Last October, U.S. Atty. Patrick Fitzgerald's office announced that prosecutors were indicting Morales again for the drug crime.

In interviews with the Tribune in recent years, Morales repeatedly has asserted his reluctance to return to Chicago to serve as a government witness.

Morales alleged that he bribed Anthony Pucillo, a former deputy transportation commissioner in the Daley administration, to win city sewer repair contracts. Pucillo, who has never been charged with a crime and denies wrongdoing, ran a pro-Daley political group of city workers.

It's funny the things that enrage Mayor Daley.

Aides and city employees indicted or carted off to jail on corruption charges? Hey, stuff happens.

The CTA's breaking down physically and financially? Hey, man, don't bother me, I got to catch a plane to Paris. My buddy Frank did his best.

But one alderman dares to tell the mayor he can't do what he wants? Look out, mama -- Katie bar the door.

Witness how Daley reacted to rookie alderman Brendan Reilly (42nd), who after weeks of community meetings decided to go with the majority of his constituents and oppose the mayor's plans to move the Chicago Children's Museum to Grant Park. Daley laced into Reilly, albeit screwing up his name. He was so riled he misquoted Reilly in his efforts to tarnish him. Reilly and his constituents, he insisted, were child-hating bigots whose opposition imperiled the future of the entire city. His face got red. His hair fell across his forehead. He snarled. He sneered. He threatened.

It was a vintage Daley temper tantrum. People at City Hall tell me he throws them all the time. It seems to be an effective tactic: most aldermen fall in line. To cite just one example, the council voted 35-5 for Daley's grand scheme to bring the 2016 Olympics to town, despite knowing full well we can't afford them. They figured the city wasn't going to get the games anyway, so why piss off the mayor with a "no" vote? And if the International Olympic Committee were to award the games to Chicago? Well, that's a risk the aldermen were willing to take. Better to risk public bankruptcy than the mayor's wrath.

In his tirade against Reilly, Daley said he was standing up for Chicago's children. "I hope you understand what this fight is all about," he said.

Who's he trying to kid? This fight is not about children -- it's about patronage, and it's about power. The mayor has both in spades, and he wants to keep them, particularly with his Olympic dreams on the line. As story after story points out, one of the biggest things Chicago has going for it in the eyes of the IOC is the notion that Daley's an all-powerful mayor (a benign tyrant, if you will) who can get whatever he wants. Want to shut down Washington, Jackson and Douglas parks for months, maybe years? Want to divert millions, if not billions, of property taxes from the cash-starved schools? Want to soak the taxpayers for billions in order to throw a three-week party? Mayor Daley can get it done. No one dares cross him.

Except, it turns out, Reilly. I didn't think he had this kind of guts when he was running for office in February, but he's shown signs of it before. I can only hope his council colleagues aren't afraid to emulate him.

Dozens of families attended the fourth annual candlelight vigil to honor Chicago police officers killed in the line of duty. It’s a difficult ceremony — one that is physically exhausting to the family of Michael Gordon, who was killed by a drunken driver in 2004.

“I am very emotional, but I feel proud to be here,” said Gordon’s brother Robert Gordon III, who is in the process of becoming a police officer.

“I feel very sad but honored to be here carrying my brother’s picture. I know that he is looking down on me tonight and smiling.”

Joining the families at the vigil at the Gold Star Families Memorial and Park was Mayor Richard Daley, interim Police Supt. Dana Starks and former Supt. Phil Cline, who now runs the Police Memorial Foundation.

The new CTA buses will be easy to clean. It is very cold on these buses during winter, but they are very fuel efficient. They are going to mow down a Cemetery (St. Johannes in Bensenville) in the name of EXPANSION. The Catholics for years have taught us to bury your body in memorial because it was good to you why you were living. The cemetery was your ETERNAL resting place. I hope the Mayor and Rosie practice what they preach! How would they like if we mowed down Old Man Daley's head stone for a condo project or Andolino's father's for a super highway. So from now on when the Catholic Priest at your Church tries to sell you a plot at the Cemetery, tell him Mayor Daley and Rose Andolino say
" The HELL with it!" just cremate my body and toss the ashes over O'Hare Airport!

Who is behind the Second City Cop?

Gotham City had Bruce Wayne. Metropolis, Clark Kent - everyday men who led secret second lives as mysterious, uniformed crimefighters, uprooting corruption in the corridors of power as often as they beat down a punk in a dirty back alley.

Chicago - an altogether darker place - isn't so lucky.

But it does have Second City Cop, a kind of Batman in reverse.

By day, SCC, as his fans know him, is a regular, gun-totin', squad-car driving, doughnut-eating Chicago police officer.

By night, he's something more threatening to city brass and criminals alike: an underground blogger who, by doing what every cop cannot and saying what he really thinks, has established himself as the authentic voice of the 13,000 rank-and-file officers the city claims to employ.

Among officers, SCC is easily as well-known as the city's top cop, acting Supt. Dana Starks. But beyond his own secret inner circle of trusted confidantes, nobody in the scandal-hit department actually knows who he is - even cops he drinks with on the weekend are clueless to his real identity.

An enemy threatened to unmask him at midnight on Dec. 31, 2005, then disappeared without a trace, as has almost every other significant identifying detail.

He is - we know this because he tells us, in an online biography - a spouse, a parent, a cop.

We believe, but do not know, that he is a he, because he talks like a man (a computer analysis of his writing using a program called "gender genie" determined he uses 52 percent more male words than female; the program does not understand words like "asshat" or "jagoff," which he uses frequently, and that would probably tilt the balance even further).

He belongs to the National Rifle Association, and his favorite movies include "Grosse Pointe Blank," "O Brother, Where Art Thou" and "The Godfather."

He listens to country and bluegrass and also enjoys rock, classical and alternative music and has reading interests that stretch from conservative bestsellers such as "100 People who are Screwing up America" to the latest Harry Potter book.

He has a dark, sarcastic sense of humor, often mocking the victims of police shootings as "altar boys" and nicknaming liberal, African-American Sun-Times columnist Mary Mitchell "Mope-rah."

He hates the media; pastors; gangbangers; "aldercreatures" (as he calls them); incompetent, connected, overpromoted colleagues; and the mayor, and he believes these "silly people" are responsible for the ruination of his city and department.

Critics point to readers who routinely describe blacks as "animals" or "beasts" and accuse him of racism.

But he says he tries to reign in the worst excesses and thinks political correctness, cronyism and endlessly multiplying bureaucracy keep cops from where they should be: on the street, busting bad guys.

Almost without exception, he takes the word of a fellow officer over that of an aggrieved civilian or a reporter.

He thinks illegal immigrants should be deported immediately, and he supports the war on terror generally and the war in Iraq, specifically.

He loves - but is frustrated by - the Bears and seems to lean toward whichever Chicago baseball team is winning.

All of which is only to say that, if he didn't write so well, he could be almost any cop in any one of the city's 25 districts, which is exactly as he likes it.

"In our job, retaliation from the political powers is not a figment of our imagination," he told the Southtown in an e-mail after dismissing both face-to-face and telephone interviews for fear of being unmasked. "If we don't want to be walking a foot post at Inland Steel, we'd best be completely in the shadows.

"Retaliation is a very real possibility, we'd say 100 percent certain."

High readership

The police department routinely dismisses rumors posted by Second City Cop out of hand with a laugh but is clearly furious at SCC, which has more than 3,000 loyal daily readers and more than 7,000 when a scandal is brewing. The blog is banned from police computers.

Pat Camden, Chicago's gruffest police spokesman, refused to comment for this story. But on Checkerboard Chat, a widely-ignored, official rival to SCC, Camden co-signed an open letter to SCC, fuming, "If you are proud to do the job, say so. If you don't like the job, quit. It's easy to be 'controversial' and 'subversive' when you can do so with an electronic pseudonym. If you have a legitimate complaint or concern, you are more than welcome to express an intelligent opinion. If your concern is legitimate, have the courage to sign your name."

But when - despite 40 calls to 911 - police took nearly half an hour to attend a brutal clash between teens in a Scottsdale park that left one 17-year-old in a coma earlier this summer, it was SCC who broke the story of how and why as the department's official spokesmen stalled for time.

And when, last year, aldermen tried to rename a West Side street in honor of controversial Black Panther leader Fred Hampton, it was SCC who mobilized first his fellow officers, then the national press, against them.

It was SCC, not the department nor the mainstream media, who first revealed the mayor had turned down all three candidates for superintendent following Phil Cline's resignation in August.

Almost every day brings a similar outrage or scoop: a family of a dead, armed gangbanger shot by police demanding justice on TV; a liberal columnist blaming police for the state of the city's race relations; the promotion of an incompetent, politically-connected colleague; or a nonsense detail protecting an alderman's house.

"What people fail to realize is we are everywhere - something happens in motor maintenance, we hear about it; something happens at the academy, we learn about it; something happens in any one of our 25 districts, we're going to get mail," he says.

Reporters and other outsiders troll the comments section around the clock looking for stories or to create mischief. Protected by the same cloak of anonymity that allows SCC to function, it is often impossible to distinguish the wannabes from the real police, a point SCC makes himself, repeatedly.

But if Checkerboard Chat's stiff, humorless style - "The incident was observed by the officers, who pursued the offender on foot" - is the unmistakable voice of police on camera, SCC's mix of insider scoops, locker-room gossip and fiercely conservative, politically-incorrect comment is instantly recognizable as the way they talk in private.

To SCC and his readers, young, inexperienced romper-stomping officers are "hair-gels." Lazy, burned-out cops who'll do anything to dodge real work are "dogs." Overpromoted, incompetent officers with family connections are "merit-babies."

And he turns out to be right often enough to keep people coming back, offering the public an unprecedented peek behind the infamous blue wall of silence.

Candid and proud

SCC says he doesn't care what effect the candid portrait of police life has on outsiders.

"People who hate the police hated us before," he says. "People who supported the police were on our side from the beginning."

He does what he does for his fellow officers alone, he adds.

"We've been portrayed as a den of malcontents, a voice of reason, a 21st century version of the bathroom wall and a necessary voice for voiceless and unconnected coppers - we embrace most of these descriptions," he says. "Cops have bitched since the beginning of time."

Before modern telecommunications, officers relied on barroom chat and photocopied underground newsletters to stay abreast of gossip in other districts. With the adoption of the fax, the subversive newsletters began to circulate more widely: A friendly officer at the next district would wait by the machine and grab the the newsletter, then copy and distribute it via the watch commander.

The "025 District Gallows" was a particularly successful example which "took everyone to the woodshed," according to SCC.

"Cops, judges, commanders, politicians, everyone was fair game," he said.

But "politics being what they are," when the publishers were found, they were dealt with harshly.

"People could lose their car assignments, they could be left behind when shifts rotated, meaning they'd work extra midnights."

In 1998, a sergeant in the 25th District started an Internet bulletin board called Second City Copper Network, an open forum for gossip, rumor-mongering and innuendo.

"It was something everyone was completely unprepared for," SCC said. "The readers were out of control, the bosses were in an uproar, the union did not know what had hit it.

"You had real-time criticism of the brass, people were revealing who was sleeping with who constantly; allegations of all sorts of wrongdoing in the political realm as well as the union."

The site came crashing down in 2001 after the head of the Chicago Police Officers Association sued the sergeant over comments he'd published. But not before the issues brought out on the web site led to the overthrow of the Fraternal Order of Police's leadership, SCC said, adding, "We won't lie - some of it was fun."

Launched in 2005

SCC launched on May 31, 2005, after a traditional printed and faxed publicity campaign in every district.

It's no-holds-barred credo was encapsulated in an H. L. Mencken quote included in an early post: " I believe that no discovery of fact, however trivial, can be wholly useless ..."

Within a month, SCC was getting 1,000 visits a day.

From the beginning, SCC developed his own traditions and in-jokes.

When distasteful photos surfaced of officer Chris Hitney posing, grinning, in front of a fatal Midway Airport plane crash, readers began sending cut-and-pasted digital photos of Hitney at the sites of other national tragedies, such as the Hindenberg disaster, the Kennedy and Lincoln assassinations and the Iroquois Theater fire. At the height of the scandal, the cut-and-pasted pictures made their way onto then-Superintendent Phil Cline's desk.

In another insiders' gag, everything good or bad that happens in the department is blamed on "Seiser," a low or middle-ranking and apparently blameless cop in the 24th District, who, as cop graffiti in restrooms all the way from Indiana to Wisconsin proclaims, "runs it."

Rumors were spread, and, on occasion, debunked, often spreading panic at HQ, according to SCC.

Mostly, though, cops return to the site because they agree with SCC's sometimes bitter, sometimes trenchant critique of the department and the city.

The department struggles because it fails to attract the right caliber of applicants, undervalues meaningful training, promotes based on clout, is constantly at war with itself, is inflexible, is run by bureaucratic "managers" rather than street-smart "bosses," is losing or has lost too many experienced officers and is poorly armed, meaning it is too easily outgunned, SCC argues, time and time again.

Many problems - the Virginia Tech massacre, violence against women - could be solved if the law-abiding public were allowed to carry concealed weapons, he believes.

Though SCC occasionally has helped reporters on stories, more problems still would be fixed if the media ("the enemy") butted out, or understood the world a little more as he does.

The frequent airing of footage of officer Anthony Abbate beating a barwoman - a common gripe among officers who say they abhor his actions - served "no purpose except to inflame the viewership," and was "an easy club to beat the department with every time someone gets accused of something," SCC says.

"The media lives in a dreamworld where everybody would get along if we sat down and talked to each other and held hands and sang hymns.

"The media doesn't understand what it's like to drive down dark alleys, to run towards the sound of gunfire, to chase someone over fences and have to tackle and fight someone into handcuffs, or respond to your fifth domestic disturbance call of the night and see the same dysfunctional pattern repeated all over again, or respond to a 'man shot' call and see blood and brains spilled all over the sidewalk, and if you're really quick to the scene, listen to the victim's last screams, moans or gurgles."

Reality for cops, which too few citizens realize, is this: "Hundreds of people wake up every single day and their only thought is how are they going to get enough money for their dope habit today? ... They will beg, steal, or stick someone up to get it and if they run into someone who resists, they will beat, stab or shoot you to get what they want."

Taking aim at Chicago machine

SCC's fiercest ire is reserved for Chicago's machine politics and its impact on the department.

"You have a mayor who hates the police micromanaging everything, you have a corrupt promotion system, a toothless union, an apathetic public and open conflict with parts of the citizenry," he says. "This department has never put the round pegs in the round holes.

"If you have a person qualified for a particular specialty, be it helicopters, snipers, teachers, scuba qualified, etc., why wouldn't you exploit that person's abilities to improve the department as a whole?

"But unless you know someone, have that phone call or are related to some politician, you aren't going to get where you can be the best officer possible."

If SCC was in charge for a day, he'd disband the CAPS program - the city's vaunted and widely-copied "community-led" policing model. In his view, CAPS is "sucking money better spent elsewhere and it hides way too many people who should be on the street working."

"We need people pushing beat cars. It ain't glamorous, but it's the only thing that'll stop crime. Cameras aren't working. Specialized units aren't working. Inside spots aren't working."

Asked about the accusations of racism that plague his blog, and the department in general, he counters, "There was a quote we read in a book, that coppers worldwide have an intense dislike for the poorest segment of society they serve.

"The example given was a Chicago cop bitching about African-Americans to an NYPD guy, who then had to top him with, "You think that's bad? Let me tell you about the Puerto Ricans in New York!"

"Are there racists? Sure, they're everywhere, even in the media, but there are 25 districts and dozens of units where people can try to get if they don't want to deal with what they don't like."

For all their complaints, SCC's supporters clearly love being police.

As one officer, who asked not to be named, said, "The city gives you a car, fills it with gas, lets you carry a gun and tells you to go out and look for trouble.

"You even get a radio to call for friends if the trouble gets too big.

"What's not to love?"

And as SCC puts it himself, "We have one of the greatest jobs in the world.

"Somehow, we still manage to do some good in people's lives."

More than one?

He suggests that he is, in fact, more than one person, although he refuses to disclose how many officers are behind the pen-name.

Between them, they spend up to 20 hours a week updating the web site, and will "keep it going as long as it's fun."

"It's a hobby," he said, saying he has no intention to write a book, as other successful bloggers have done, or to cash in any other way.

And the uncertain fate of Second City Dick - one of half a dozen less-successful imitators, including Second City Sarge, Second City Rookie and Burbs Cop Chicago - serves as a cautionary tale for all police officers who exercise their First Amendment rights too vigorously.

After SCD, a detective, spent a month posting pictures of senior brass and inviting scurrilous and often hilariously libelous comment from his readers (who was sleeping with who, who was incompetent, who was gay), SCD was apparently outed and the blog suddenly, and permanently, disappeared.

"Truthfully we don't know what happened to him, but the out-of-control stuff probably contributed to the downfall," SCC said.

SCC jokes he may have incriminating photos of the mayor and his buddies if and when he is unmasked, "and if we didn't, we could create them."

If and when he is, as many believe he ultimately will be, he said, "We'd deny it.

"If pressed, there's always the delete blog button in the control panel of e-blogger.

"We pull the plug and fade away. But don't kid yourself, the void would be filled eventually. Nature abhors a vacuum."

Intruder Shot on SW Side

STNG) CHICAGO A man was shot by an off-duty police officer Saturday morning after he allegedly broke into the officer's home on the Southwest Side near Midway International Airport.

The Chicago police officer and his wife were sleeping in their home in the 6000 block of South Austin Avenue when the officer heard a noise and went to investigate, police News Affairs Assistant Director Pat Camden said.

The off-duty officer saw the offender, who apparently entered the home through the back door, and was in the process of arresting the suspect when the offender was shot, Camden said.

The offender suffered a gunshot wound to the leg and is listed in good condition at Advocate Christ Medical Center in Oak Lawn.

No one else was injured in the incident. The police Office of Professional Standards is investigating the shooting, Camden said. It is not yet know if the offender was armed when he invaded the home.

No charges have been filed as of 3:55 a.m.

CHARLESTON, W.Va. - Authorities said Tuesday they are considering hate crime charges in the case of a woman who was tortured while being held captive for at least a week, and they are investigating the possibility that she was lured by a man she met on the Internet.

The victim was repeatedly called a racial slur while her captors sexually abused, beat and stabbed her, her mother said.

Six people, all white, including a mother and son and a mother and daughter, were arrested in connection with the alleged abduction of the 20-year-old black woman.

“I don’t understand a human being doing another human being the way they did my daughter,” Carmen Williams said Tuesday from her daughter’s room at Charleston Area Medical Center General Hospital. “I didn’t know there were people like that out here.”

Megan Williams, with a cast on her arm, spoke barely above a whisper.

“I’m better,” she said.

The Associated Press generally does not identify suspected victims of sexual assault, but Williams and her mother agreed to release her name.

'Out of a horror movie'
A prosecutor said police are investigating the possibility that the victim was lured to the house where she was attacked by a man she met on the internet, but Carmen Williams insisted that wasn’t the case. “This wasn’t from the Internet,” she said.

Deputies also interviewed the victim Tuesday morning. State, local and federal officials planned to meet later in the day to decide whether to file hate crime charges, Logan County sheriff’s Sgt. Sonya Porter said. An FBI spokesman in Pittsburgh, Bill Crowley, confirmed that the agency is looking into possible civil rights violations.

The woman’s abductors called her the N-word “every time they stabbed her,” Carmen Williams told The Charleston Gazette earlier.

CHICAGO, ILLINOIS — Eight Chicago aldermen failed to comply with Illinois law by filing their campaign statements late, not at all, or on paper.

Illinois has virtually no rules on campaign finance except requiring disclosure of campaign contributions. Apparently, for some alderman even Illinois’ minimal requirements were too much to comply with in a timely fashion.

In addition, Aldermen Sandi Jackson, George Cardenas, Latasha Thomas, Howard Brookins, Billy Ocasio and Brendan Reilly failed to file their semi-annual reports by July 20th, the reporting deadline.

10 ILCS 5/9-10(c) of the Election Code mandates that all semi-annual reports of campaign contributions for the first half of the year are to be filed by July 20th.

thousand I-Pass-style devices will soon go on sale at City Hall for $15 apiece, allowing Chicago motorists to do what has become commonplace in Europe and Asia: Pay for parking by phone.

The $15 payment will be credited to an account that can be used to pay for parking at any one of the 33,000 parking meters on Chicago streets.

Motorists will display the nine-square-inch device in the windshield. After pulling up to a parking space, you'll call a phone number, punch in the zone and the time you intend to stay. A signal will be sent to the device, which will then display the expiration time.

SPRINGFIELD -- A high-ranking official in Gov. Blagojevich's office spent nearly two years in a federal prison for refusing to aid a government terrorism probe into a series of bombings in Chicago and New York City.

Steven Guerra, Blagojevich's $120,000-a-year deputy chief of staff for community services, was identified by federal prosecutors as a member of the Puerto Rican separatist group, FALN, which was behind a wave of violence and killings in the 1970s and early 1980s.


Federal prosecutors labeled Guerra and his four co-defendants "a danger to the community," and said they advocated armed violence, kidnappings, hijackings and prison breaks in the name of a "free" Puerto Rico.

Elizabeth Soriano, 17, Fernando Hernandez, 27, and a dozen other immigrant day laborers were chasing a humbler version of the American dream when they walked the willow-shaded links Labor Day morning.

She and three of her passengers now face deportation for being in the country illegally, according to U.S. Immigration and Customs Enforcement spokeswoman Gail Montenegro.

With two workers dead and four now bound for deportation, the parties making preparations for the high-profile golf tournament deny having any role in bringing the illegal workers to the golf course in the beat-up van.

While most of the nation enjoyed a long holiday weekend, the 14 workers were picked up at dawn in a beat-up, borrowed 1999 Ford van in Chicago's Little Village neighborhood and bused to Cog Hill, where they earned $8 an hour picking up trash.

The District of Columbia probably didn't have much of a choice but to ask the U.S. Supreme Court yesterday to take up the case of its handgun ban, which was invalidated by a lower court here earlier this year.

After all, this is a city where gun crimes sometimes seem to be a staple of summer nights. The law, which had been in place for 30 years, banned ownership of handguns, but allowed people to keep rifles and shotguns in their homes.

But the district's decision could have serious consequences for other cities that have similar bans, like Chicago, New York, and San Francisco.

If the right-leaning Supreme Court takes the case, it's possible that it could deliver the most affirmative endorsement of a broad reading of the Second Amendment in history.

Such a result could knock out gun bans across the country. It's why pro-gun groups also are eager for the high court to hear the matter.

They say there is little evidence that gun bans produce a corresponding drop in violent crime and murder rates. And it's why gun control advocates are very nervous.

One spokesman for a gun control group said yesterday that there was "plenty of angst" to go around regarding the case, captioned District of Columbia v. Heller.

CHICAGO Chicago’s Northerly Island has become a hot venue for big name entertainment. CBS 2’s Joanie Lum reports it’s also become a target for boaters and their families who don’t like to hear R-rated lyrics blasted along the lakefront.

Some 300 boaters, motorists and pedestrians in and around Burnham Harbor leaned on horns and sounded off in protest against the volume and the obscenity-laced lyrics of a Snoop Dogg concert at Northerly Island Sunday evening.

Burnham Harbor is right behind the Charter One Pavilion Stage where boaters asay they and their children could hear every word through the powerful speaker system.

“It was the constant vulgarities, obscenities, calls for snub nose revolvers to shoot police,” said Tom Collins, a Niles resident.

"All he seemed to do is scream: ‘what’s my “mf-in” name’ and he didn’t use letters,” said Bruce Shake.

"It was actually really horrible, it was all constantly swearing,” said Shake’s 11-year-old daughter Ashley.

Last week the Wu Tang concert was caught on camera and posted on YouTube. A boater from Burnham Harbor complained to a police officer about the profanity.

"He said a permit is issued to Charter One and there was nothing they could do,” said boater Frank Roccasalva.

Boaters have written to city officials and others, complaining about the noise.

“It was being heard on Museum Campus, 12th Street Beach,” Collins said. “Families were leaving in droves, they couldn’t take it anymore.”

The boating season is ending and the group of concerned boaters doesn’t expect trouble from the next scheduled performer, which is Stevie Wonder. But they say they’ll continue to battle profanity on behalf of all the public.

The Chicago Park District owns the concert facility. It did not return calls for comment Monday. The concerts are booked through a company called Live Nation.

Park District spokeswoman Jessica Maxey-Faulkner says the district doesn't endorse vulgar lyrics. She says the First Amendment gives the only boundaries for what performers can sing about.

  • - A blessed list was circulated, allegedly containing names of applicants the Mayors office wanted hired.- One witness said some job winners were goofballs, and another said Mr. Sorich responded to complaints of a favored candidate being a drunk by saying, Do the best you can with him.
  • - The most recent arrests were of Robert A. Sorich of the Office of Intergovernmental Affairs and Patrick R. Slattery of the Department of Streets and Sanitation. Sorichs father was Old Man Daleys personal photographer. Slattery just married one of the current Mayors personal secretaries. Its just one big happy family down at City Hall.

Chicago has a major infrastructure problem

And everyone thinks the the people in charge of this city are doing a fantastic job........

Chicago has a major infrastructure problem that is increasing by the day. Yuppies pass by this major structural beam that holds up the bridge at 15th and Halstad. At the base of the beam you can see major parts of the steel is rusted through and the rust is chipping everywhere. I do not care if you think Daley is a great guy or not, but call Chicago's 311 Center and lets get this problem straighted out before people die. We need money for the streets, the maintenance, and the safety of Chicago. Chicago does not need any more money wasted on the Olympic bid. Enough is Enough Chicago. Craig resigns over airport bathroom sex sting

Well another upstanding politican.....







BOISE, Idaho - Idaho Sen. Larry Craig resigned Saturday over a men’s room sex sting, bowing to pressure from fellow Republicans worried about a scandal dimming their election prospects.
“I apologize for what I have caused. I am deeply sorry,” Craig said, his wife Suzanne at his side.
Craig’s resignation completed a stunning downfall that began Monday with the disclosure that he pleaded guilty to a reduced charge following his arrest during a sex sting in a Minneapolis airport men’s room.
